Basically, the whole thing comes down to a mini toolbar, which shows up whenever you select a piece of text in OneNote.

As per MSPU, this mini toolbar can easily replace the ribbon, as it includes options like fonts, colors, alignment, and several other settings.
 
Previously, this mini toolbar was spotted as part of a redesign context menu in OneNote, and it looks like Microsoft is experimenting with different implementations supposed to ease the task of editing documents.

For the time being, however, it’s important to keep in mind this feature is still limited to insiders, albeit production devices could get it in the coming weeks depending on how the testing goes.
