As was the case last year with the Snapdragon 855 Plus, there's not a lot that has been changed from the Snapdragon 865. It's still using a Kryo 585 CPU, although the Prime core's clock speed has been bumped up to 3.1GHz. The Adreno 650 GPU has been bumped up as well, by 10%; however, Qualcomm doesn't talk about GPU clock speeds.
The third and final improvement is that the new SoC includes FastConnect 6900, which was announced back in May. This includes Wi-Fi 6E on the new 6GHz band, offering speeds of up to 3.6Gbps, and lower latency with Bluetooth 5.2. Qualcomm is promising wired-class voice and music quality over a wireless connection with FastConnect 6900.
The two launch partners that Qualcomm announced are ASUS and Lenovo. In fact, ASUS confirmed that the Snapdragon 865 Plus will be in the ROG Phone 3, while Lenovo said that it will be in a Legion product later on this year.

"Full specifications for the ROG Phone 3 will be announced in the coming weeks, but the addition of the Snapdragon 865 Plus ensures that the overall performance will take yet another leap forward."
