Recent Windows 10 updates block programs from running

Quote:Since the release of the Windows 10 1903/1909 KB4535996 and Windows 10 2004 KB4557957 cumulative updates, Windows users have been reporting that they receive errors that programs are missing when they attempt to launch them.
 
Since then, many Windows 10 users have been reporting [1, 2, 3, 4, 5, 6, 7, 8] that they are unable to launch applications, and a "Windows cannot find [program.exe]" error is displayed.

For example, when trying to launch Microsoft Office applications, like Word, you would receive the following error message:
 
Windows cannot find 'C:\Program Files (x86)\Microsoft Office\root\Office16\WORD.EXE'. Make sure you typed the name correctly, and then try again.

Below you can see these types of errors that would be displayed when trying to run Office programs like Excel or Steam and Discord.
