Servicing stack updates are specifically supposed to improve the reliability of the Windows Update service, and in addition, update KB4521863 also brings additional tweaks for Secure Boot.
Microsoft says the first fix concerns a bug causing the Secure Boot revocation list, also known as DBX, to not be applied when the Secure Boot allow list, or DB, update is empty.
The second improvement concerns the DBX experience as well.
“Improves the Secure Boot revocation list (DBX) update experience to avoid multiple restarts when you deploy the DBX update on a device where the Credential Guard service is not running,” Microsoft says.
