If you're based in Europe, get a Xiaomi phone. For 250$ you can get a Pocofone F1, or a Redmi Note 7 Pro.
If in the US, the options get limited. I'd say you can get an used flagship for cheap, like say, Galaxy S8+, LG G7, etc.
