I honestly DO NOT understand why winners behave so erratically...

Some winners DID NOT FOLLOW THE RULES.

Others FOLLOW it religiously.

Rules are needed to weed out non-serious entrants and the like.

The clock is ticking to make the changes and FOLLOW the rules.
